edit: For budget Izzet Phoenix, I would recommend 4 Spirebluff Canal, 4 Steam Vents, then all basics. As someone who has considered building fetchless Phoenix, just take the fetchless storm manabase and replace one of the basic islands with a mountain. Saying which deck you are playing would help make a recommendation.The green ones have extra utility with Nature's Lore, and Fetchlands can search them up too, but decks that have the budget for Fetchlands often already have Shocklands.
